In 1987, the United States celebrated the 200th anniversary of the drafting of the U.S. Constitution.  Although this stamp shows the preamble of the U.S. Constitution and a hand signing, it was actually the fourth page of the document that was signed. Since the preamble is the most recognizable section, the decision was made to include it in the stamp design.
