This stamp eliminated the need for mailers to hand-stamp the required "Presorted First-Class" endorsement on envelopes, since the endorsement was made part of the design. The flag used on this issue was the same one used on the Mount Rushmore stamp. The mountain scene was removed and the necessary wording put in its place.
