This stamp design replaced the previous 1½¢ Harding stamp. The full-face image was thought to be more flattering to Harding than the profile view. The frame was also changed to match those of other stamps in the Series of 1922-35.
Warren Harding (1865-1923) was the 29th U.S. President. He promised a “return to normalcy.” He signed the first Federal child welfare program and supported anti-lynching legislation. Harding created the Bureau of the Budget, which made the first Federal budget. His administration was marked by controversy including the Teapot Dome Scandal. The President died after serving about 2 ½ years of his term.
