As the Civil War loomed, the federal government ended postal service to the South. While the new Confederate government struggled to provide basic services, Postmaster M. C. Gallaway of Memphis issued provisional adhesive stamps.
Valid only within the city of Memphis, the imperforate stamps saw limited use during the turbulent summer of 1861 and are quite scarce today.
