This issue commemorates the fortieth anniversary of an agreement between the United Nations and the United States which permits the United Nations to issue its own stamps. With the founding of the U.N.P.A., a truly unique institution was born. It is unique because the United Nations is the only organization in the world which can issue its own postage stamps.
