In an attempt to draw attention to the world’s oceans and coasts as economic assets, the United Nations declared 1998 the International Year of the Ocean. With the help of the International Oceanographic Committee (IOC), the UN hopes to generate research that would accurately predict events such as tidal waves, floods, and droughts.
 
The stamps were issued on three separate souvenir sheets. Each sheet carries a different denomination and represents a different region of marine life.
 
Jon Ellis, another American artist, designed the stamps bearing the F.s. 0,45 denomination. In his design, Ellis shows the vast abundance of wildlife in the polar ocean region.
