1998 International Year of the Ocean

In an attempt to draw attention to the world’s oceans and coasts as economic assets, the United Nations declared 1998 the International Year of the Ocean. With the help of the International Oceanographic Committee (IOC), the UN hopes to generate research that would accurately predict events such as tidal waves, floods, and droughts.
 
The stamps were issued on three separate souvenir sheets. Each sheet carries a different denomination and represents a different region of marine life.
 
The s3.50 denominated stamp was designed by Chinese artist Yuan Lee. Lee has designed over 100 postage stamps for a number of different countries, but the IOC issue is his first for the United Nations. His design depicts animal life in the tropical ocean region.
