The United Nations General Assembly has declared that trafficking in narcotic drugs and drug abuse has become an international criminal activity demanding the most urgent attention and maximum priority.  Drug experts who met with the World Health Organization in 1985 said cocaine abuse has reached “epidemic levels.”  The increasing abuse of volatile solvents - the sniffing or inhaling of paints and glues - by children between the ages of 8 and 14 is also a matter of deep concern.  W.H.O. estimates that there are 48 million drug abusers in the world.  Society as a whole will be the beneficiary from the control of drug trafficking and drug abuse.
