Own this cover marking the bicentennial of the document that framed America’s government.  It commemorates a speech by James Wilson on July 14, 1787, expressing his views against equal representation in the Legislature.  He preferred proportional representation based on each state's population.  The Connecticut Compromise proposed two houses of Congress, the Senate with equal representation for each state and the House of Representative with proportional representation.

The Philadelphia, Pennsylvania, postmark pays tribute to the city Wilson settled in after immigrating from Scotland.  The cover features an Eagle and Shield stamp (#1596) and a Flag Over the Capitol stamp.
