The President’s Committee on Employment of the Physically Handicapped sponsored the Congress. The stamp was released to promote the hiring of the handicapped, and shows a man in a wheelchair using a drill.
The Congress was held in New York City, opening on the same day the stamp was issued. Over 3,000 people attended, including doctors, nurses, therapists, and voluntary workers.
