New Mail Service Creates Demand for New Stamps –

On August 24, 1912, Congress passed a law creating a new fourth-class mail service called “parcel post.”  It began on January 1, 1913, and 12 stamps were produced to cover the new rates.

Parcel post was an instant success, and over four million packages were processed in the first week alone.  Almost anything could be mailed by parcel post, which led to some very unusual packages.  Folks mailed day-old chicks, baby alligators, honeybees, and sometimes even small children!

While parcel post was instantly popular, the stamps were another story...  They were often too large to fit where needed, and post office clerks found them difficult to tell apart.  Complaints piled up, and, just six months after Parcel Post stamps were introduced, they were declared unnecessary.  Remaining stock was used on other mail, while regular postage stamps were authorized for parcel post.  Parcel Post stamps now make up one of the shortest-lived series in US history.

Engraved Designs Remind Us of Beloved Classics 

Despite the impracticality of Parcel Post stamps, everyone agreed the designs were beautiful.  In fact, their pictorial vignettes were some of the most intricate up to that point.  The lower denominations (1¢ – 20¢) feature scenes relating to mail delivery.  The higher denominations (25¢ – $1) picture the industries that took greatest advantage of parcel post.
