The U.N. Security Council was formed in 1946, soon after the beginning of the organization.  The 15-seat Council includes 10 temporary members elected every two years, and five permanent members – the United States, the United Kingdom, France, U.S.S.R., and China. 

Each of the permanent members has the ability to veto any proposal.  The permanent membership has changed only twice in 65 years – to replace the People’s Republic of China with the government of mainland China, and to replace the U.S.S.R. with its successor state, Russia.

The stamp issued by the U.N. office in Geneva has a rich red background.
