Why the stamp was issued:  To commemorate the Workers Projects Administration (WPA) and its many accomplishments.

About the stamp design:  Pictures the “The United States First Foreign Trade Zone” WPA poster from the Prints & Photographs Division of the Library of Congress.  Designed by Maribel O. Gray in collaboration with art director Antonio Alcalá.  The poster was created to support the ideas of President Franklin D. Roosevelt and his New Deal programs.

First Day City:  The First Day of Issue Ceremony was held at the Franklin D. Roosevelt Presidential Library and Museum in Hyde Park, New York.

About the WPA Posters set:  Includes 10 different stamp designs picturing different WPA posters from the era of FDR’s New Deal.  Issued to celebrate the Workers Projects Administration and its contributions to the economy and American culture.

History the stamps represent:  As the world entered the Great Depression in 1929, two US senators thought they could improve America’s economy with the Smoot-Hawley Tariff Act.  However, the act raised US tariffs on over 20,000 imported goods and incited protests around the world.  To help save the economy and reverse the effects of the act, Franklin Roosevelt signed the Foreign-Trade Zones Act of 1934.

This act established free-trade zones in or near US Ports of Entry.  In these zones, domestic and foreign commercial merchandise could be held without being subjected to taxes or tariffs.  These goods could be stored, sold, displayed, assembled, sorted, or in any other way prepared for re-export or entry into the US.  This helped lower costs for US companies that joined in foreign trade.  As a result, these companies could afford to hire and retain more employees.

The first free-trade zone in the US was established on New York’s Staten Island.  The 90-acre site employed hundreds of workers from 1937 to 1942, when it was converted in the Army’s Port of Embarkation.  After the war, the port was once again used as a free-trade zone and facilitated the storage and export of 45,000 tons of goods.  This and the other 230 trade zones that followed helped America sustain its role as a leading world power in trade.
