In 1903, the Third Assistant Postmaster General – Edwin C. Madden – ordered the production of 85 deluxe presentation albums to showcase every US stamp issued up to that time. To make them, the Bureau of Engraving and Printing pulled fresh impressions straight from the original dies. They printed them on bright white wove paper, mounted them neatly on gray card pages, and handed them out to a very short list of people: President Theodore Roosevelt, his cabinet, senators, top postal officials, a few engravers at the Bureau, and even some newspapermen. Collectors never had the chance to buy them – these were prestige pieces right from the start.
