This pair of stamps was intended to be perforated with a die cut perforation. During production, this step didn't happen. The stamps then slipped past postal inspectors and into public hands.
A new format of the 1996 Yellow Rose stamp was issued in 1997 as a coil. "USPS 1997" is microprinted on the small stem of the rose. A rose is a common image on stamps and appeared in red and pink before this yellow issue.
