This stamp, known at the Orangeburg Coil, was only issued to the Bell Pharmaceutical Company located in Orangeburg, NY. It is very rare – The Philatelic Foundation has only certified 154 genuine examples.
 
Printed on single-line watermarked paper, #389 was perforated 12 vertically. There is no other 3¢ Washington coil stamp perforated the same way.
 
The company made patent medicines and used these stamps to send samples to doctors. Used stamps were cancelled with a wavy cancellation that was used at the Orangeburg post office at the time.
