Carroll was born in the colony of Maryland. When the state declared independence from England, he was elected to the state’s Senate. In this position, he helped raise funds and troops for the war. When America gained its independence, Carroll became a delegate to the Constitutional Convention, where he advocated for a strong central government to regulate trade while limiting its powers in other areas not stated in the Constitution. He campaigned in Maryland for the Constitution’s ratification.
After ratification, Carroll was elected to the First US Congress. He was later appointed to survey the land that would become Washington, DC.
