Cover Celebrates Morris's Proposal of a Council of State

Own this cover marking the bicentennial of the US Constitution, the document that framed America’s government.  It commemorates the August 20, 1787, speech by Gouverneur Morris, a New York delegate to the Constitutional Convention.  He proposed a council to advise and check the power of the President.  This became the foundation for teh President's Cabinet.

The Bronx, New York, postmark pays tribute to Morris's hometown.  At the time it was called Morrisania, but is now part of the Bronx.  The cover features a Map of New York City Airmail stamp (#C38), issued for the city's 50th anniversary, and a Flag Over the Capitol stamp.
