Own this cover marking the bicentennial of the US Constitution, the document that framed America’s government. It commemorates the date, October 4, 1787, when George Mason published an article in a Philadelphia paper opposing ratification of the Constitution.  He felt a republic form of government couldn't govern a large nation like the US, only a monachy could.  Eventually Mason voted to ratify the Constitution, but supported a Bill of Rights.

The Richmond, Virginia, postmark pays tribute to the capital of Mason's home state.  The cover features a George Mason stamp (#1858) and a Flag Over the Capitol stamp.
