Constitution Bicentennial Cover Commemorates Delaware’s Ratification of Bill of Rights

On January 28, 1790, Delaware ratified the Bill of Rights, the first ten amendments to the Constitution.  The amendments guaranteed personal rights not spelled out in the Constitution. 

The New York, New York, postmark pays tribute to the location of the early Federal government.  The cover features a Postrider stamp (1478), from the Colonial Communications set, and a Flag and Clouds stamp (2285A).
