On February 27, 1790, New York ratified the Bill of Rights, the first ten amendments to the Constitution.  These amendments guaranteed personal rights not spelled out in the Constitution.  John Livingston was one of the state’s leaders and gave the oath of office to President George Washington.

The New York, New York, postmark pays tribute to the location of the early Federal government.  The cover features a Drummer and Soldiers stamp (1479), from the Colonial Communications set, and a Flag and Clouds stamp (2285A).
