U.S. artist Winslow Homer was honored on U.S. #1207. Homer (1836-1910) is one of the most renowned artists in America. The stamps design is based on his oil painting Breezing Up (A Fair Wind), which was completed in 1876.  Homer based the painting on sketches he made while visiting Gloucester, Massachusetts (he lived in New York City). The painting is now held in the National Gallery of Art in Washington, D.C.
