When the Southern states seceded in 1861, one of the new Confederate government's first orders of business was establishing a postal system. Postmaster General John H. Reagan moved quickly, and by October 1861 Confederate stamps were being issued — featuring Jefferson Davis, the Confederacy's president, as the central design.
