One of the things that is evident when you look at this set is the importance of the sea to the people of the Soviet Union.  There are three separate sets that incorporate a nautical theme; a set of edible fish native to the region, a beautifully engraved Soviet shipping fleet, and several lighthouses found along the coast of the Baltic Sea.  Because the Baltic Sea touches the shorelines of several nations, these lighthouses are amazingly different in design.
