The 1997 Delaware Duck Stamp features a painting of the White Winged Scoter by Jeffery Klinefelter.  The Delaware Waterfowl Stamp Programs raises funds to improve waterfowl habitat, just as the Federal Duck Stamp program does.  The state program began in 1980 and has generated over $3.6 million. In addition to wildlife areas in Delaware, the funds also go to restore wetlands in Canada, the breeding grounds for many of the state’s waterfowl.
