Ruanda-Urundi was a colonial territory that was once part of German East Africa before being ruled by Belgium from 1916 to 1962.  After World War II, it became a Trust Territory of the United Nations before becoming two separate countries (Rwanda and Burundi) in 1962.

While under Belgian military occupation from 1916 to 1922, Ruanda-Urundi used overprinted stamps of Belgian Congo.  They featured French and Dutch inscriptions reading "EST AFRICAIN ALLEMAND OCCUPATION BELGE / DUITSCH OOST AFRIKA BELGISCHE BEZETTING."  The territory became a Belgian-controlled Class B Mandate under the League of Nations from 1922 to 1945, with Belgian Congo stamps overprinted "Ruanda-Urundi" beginning in 1924.  In 1931, the first series of definitive stamps for the territory was issued.
