During the 19th century, the use of narcotics such as opium remained dangerously unregulated.  However, through the work of so-called "muckraking" journalists, the federal government finally took action.  The Harrison Narcotics Tax Act (1915) required patent medicine manufacturers to register and pay a special tax (1¢ per ounce) on compounds contaiing "opium or coca leaves, their salts, derivatives, or preparations."

Narcotic stamps were created soon after to indicate the tax had been paid.  These stamps were created for drug manufacturers only, making them inaccessible to stamp collectors of the time.  In fact, the Smithsonian National Postal Museum's auctions were the first time many people had ever seen Narcotic stamps!

Why are some Narcotic stamps imeprforate while others are rouletted?  Imperforate, ungummed stamps were created for use by big companies while rouletted stamps were used by smaller ones.  That's because big companies had their own equipment for gumming and separating stamps while smaller ones did not.

Why are some Narcotic stamps watermarked and others not?  The early printings of Narcotic stamps were done on watermarked paper as an added security feature.  However, over time, this was no longer necessary.  Once quantities of early stamps ran out, new ones were printed on unwatermarked paper to save money.

Why are some Narcotic stamps big while others are smaller?  Packaging of narcotic medications differed in size depending on the manufacturer.  Some applied stamps directly to small glass vials, while others affixed them to larger boxes containing many vials.

Why do later Narcotic stamps have brighter colors?  Early Narcotic stamps (watermarked) were wet printed, while later examples (unwatermarked) were dry printed.  Dry printed stamps are nown for having more vibrant colors.
