1951 $3 Stock Transfer Stamp, Bright Green

Scott #RD351 is a $3 bright green Stock Transfer revenue stamp from the Series 1951 issue, featuring a portrait of Walter Forward, the 14th Secretary of the Treasury. The "Series 1951" overprint in black places this stamp in one of the final two years of the Stock Transfer program before it was discontinued in 1952.  The $3 denomination was used on mid-range securities transactions, sitting between the lower fractional values and the higher multi-dollar denominations in the series.

Walter Forward served as Treasury Secretary from 1841 to 1843 under President John Tyler. He came to office during a difficult period for the country's finances, still recovering from the Panic of 1837, and worked with Congress to pass the protective Tariff of 1842. Forward resigned later that year to return to private law practice in Pittsburgh. Before his Treasury appointment, he had served as a federal judge in Pennsylvania and as Comptroller of Currency in the Treasury Department under President William Henry Harrison.

The Stock Transfer series was discontinued after 1952 when the federal tax on stock transfers was repealed, bringing to a close over three decades of these distinctive bright green revenue stamps.
