This is an old U.S. postal stationery cut square — not a regular postage stamp, but the printed design cut from an envelope or wrapper that had pre-printed postage on it.
The design shows a 7-cent red embossed profile of Edwin M. Stanton (Secretary of War under President Abraham Lincoln), issued in the 1870s–1880s. Collectors often preserved the printed stamp portion by trimming it from the original envelope, creating what is known as a cut square.
