This remarkable proof comes from the patriotic fundraising efforts of the U.S. Sanitary Commission during the Civil War. To raise money for the care of Union soldiers, the Commission held large expositions known as Sanitary Fairs, where local organizers issued their own souvenir “postage” stamps. Though not valid for mail, these charity issues carried deep symbolic value and helped rally public support.
